Objective

On the 4th Capacity-building Hub's Implementing Articles 6 & 13 Day at COP27 countries and several international leading agencies brought together their collective knowledge and experience in showcasing a sample of efforts they have undertaken to enhance their collective capacities to implement the Paris Agreement, specifically focusing on the implementation of the two Articles.

  • UNFCCC Secretariat, as part of its 2‑week “Together4Transparency” initiative, covered the raising media awareness about the role of transparency in the architecture of the Paris Agreement. They showcased relevant sources of climate information and data and discussed the role of media in communicating climate transparency matters as well as the different regional perspectives, challenges, constraints, and ways forward.

  • The German Ministry from Economic Affairs and Climate Action (BMWK) and the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety, and Consumer Protection (BMUV) brought their partners implementing their global programs. BMWK, through its Supporting Preparedness for Article 6 Cooperation (SPAR6C) is enabling four developing countries to participate in the international carbon market established under Article 6 of the Paris Agreement through low-emission development planning, governance framework development, and mitigation activity identification and development. BMUV is funding the Climate Action Programme for the Chemical Industry (CAPCI) that aims to strengthen the capacities of key stakeholders for effective climate protection in the chemical industry in three developing countries and aims to enable them to take climate action in chemical production and associated value chains associated.
     
  • The Global Green Growth Institute (GGGI) looked into the urgent capacity-building needs for implementing the ETF and tackle the various layers of capacity, from the individual to national. GGGI launched its lessons learnt from the LT‑LEDS it delivered for the Government of Ethiopia as well as capacity knowledge-product focusing on developing the MRV systems in Burkina Faso. This was followed by their innovating train the trainer program and a presentation on enhancing individual capacity through the resources provided by the UNFCCC.

  • The Commonwealth Secretariat brought forth the youth dimension to the day. Their Commonwealth Sustainable Energy Transition (CSET) team has launched an action-oriented task group (CSET Youth) under the Commonwealth Youth for Sustainable Urbanisation network to facilitate a greater participation of youth across the Commonwealth in the Energy Transition, driving policy, technology, and business model innovation towards meeting the Net Zero agenda and Nationally Determined Contributions (NDC) targets while building the youth’s capacity to lead the future generations towards sustainability. The Commonwealth shared scenarios where policy, technology and business model innovation contributed to the achievement of net-zero emissions and Nationally Determined Contributions (NDC) targets, highlighted the transition from carbon‑intensive hubs and markets as well as relevance to youth-led capacity-building, among other things.
     
  • The Food and Agriculture Organization (FAO) of the United Nations is implementing several capacity-building initiative for transparency (CBIT) projects in countries spread across the world, helping them prepare for the future reporting systems under the ETF. The session had speakers from a selection of these countries who brought concrete examples of involving Youth, Academia and national stakeholders to build long-lasting capacity for sustainable change.
     
  • Ministry of the Environment - Peru & Initiative for Climate Action Transparency (ICAT) brought the final session of the day. In recent years, Peru has achieved important milestones related to the design and implementation of article 6 of the Paris Agreement, with signing agreements with other countries as well as designing the legal procedures and setting up the institutional arrangements necessary to implement article 6 in the country. ICAT supports countries to better assess the impacts of their climate policies and actions, and fulfil their transparency commitments by increasing their overall transparency capacity. This includes the capacity to assess the contribution of climate policies and actions on countries’ development objectives and providing methodological information and tools to support evidence-based policy-making.

 

The implementation of the Paris Agreement requires accelerated all-round enhancements of capacities, from individual to organizational to systemic, which engendered the Paris Committee on Capacity-building (PCCB) that addresses the current and emerging gaps and needs in implementing and further enhancing capacity-building in developing countries. 

The enhanced transparency framework (ETF) embedded in the Article 13 of the Paris Agreement, and the systems created under its aegis provide critical information on the implementation of the Agreement, the individual and collective achievements of the countries on their climate ambition and action and help them assess the resources hitherto mobilized and required to achieve the aims of the Agreement. Article 6 of the Paris Agreement provides one of the flexible pathways for countries to achieve the climate action ambitions thy have set forth in their recently submitted nationally determined contributions (NDC) under Article 4 of the Paris Agreement.
